WASHINGTON--The衡阳 Interior Department on Friday proposed new regulations for oil and natural-gas drilling in the Arctic region, where government officials say frigid weather presents unique challenges for energy production.

No company is currently drilling in the U.S. portion of the Arctic Ocean. Royal Dutch S中考家教hell has plans to drill wells this summer in the Chukchi and Beaufort seas, in what is currently the company's largest, most high-profile and expensive exploration project. ConocoPhillips and Statoil also own leases in the Arctic, though neither company is pursuing drilling plans there.

The rules would put in place most of what Shell has already co电脑插座mmitted to do this summer, including extensive contingency plans in the case of an oil spill. The rules won't technically apply to Shell's current plans to drill this summer, since they won't be final by then and only apply to future drilling operations.
